ANNEX 3 - CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY
1. Doors and windows would be kept shut during entertainment;
2. a senior member of staff (manager) would assess the impact of any noisy activities on neighbouring premises at the start of the activity/entertainment and periodically throughout the activity/entertainment, and take action to reduce noise levels if they were found to be excessive/distinguishable above background levels at the nearest residential property;
3. To prevent entertainment being intrusive, any noise emanating from any entertainment on the premises would not be clearly audible one metre from the façade of the nearest residential property;
4. To prevent entertainment being intrusive within adjoining residential premises (sharing a party wall), noise from entertainment would not be distinguishable above background levels within residential accommodation.
CONDITIONS ATTACHED AFTER A REVIEW HEARING BY THE LICENSING AUTHORITY (10/06/2008)
a) No alcohol to be taken into the beer garden after 21.00hours each evening
b) Whenever the Designated Premise Supervisor is not at the premises another Personal Licence Holder will be present after 20.00hours on a Friday and Saturday night until close of business
c) Members’ rules to be clearly displayed in the bar area and a copy will be available to the representative of any relevant authority
d) A copy of the members’ rules will be supplied to all relevant authorities and will be resubmitted when amendments are made
e) Staff to be trained in content and management of Members’ rules. Record of training to be maintained
f) Members may sign in a maximum of three guests
g) Guests will be required to sign a register containing their name and address, the date, their name and address of the member who is responsible and any member of staff who checks identification/age
h) CCTV to comply with the UK Police Requirements for Digital CCTV Systems
I) CCTV cameras to be kept clean and maintained at all time
j) CCTV images will be retained for a minimum of 30 days
k) The CCTV system will have the capability of downloading the images to a recognised format
l) A register will be kept detailing all requests by Police for CCTV images. This will include time and date of request, time, date and location of incident, time and date of hand on to Police
m) During trading hours, members of staff trained to view and download images from CCTV at request of Police will be available to do so within a reasonable time period
n) The Police Licensing Team will be informed if the CCTV system is not working
o) An incident log will be maintained
p) All material evidence resulting from a criminal incident will be preserved for Police forensic examination i.e. broken glass bottles etc.
q) No irresponsible drinks promotions or all inclusive drinks packages to be offered
r) Only alcoholic drinks sold to members or guests of staff to be consumed within the premises and garden and no alcohol is to be taken away from the premises (premises to include beer garden) other than in sealed manufacturers containers at any time
s) No persons other than club members or signed in guests will be permitted to use the beer garden at any time the premises are open
t) Any person who looks or appears to be under the age of 21 shall be asked to provide identification that they are over the age of 18
u) All staff to be trained in current identification requirements, a record will be held detailing initial training and retraining every 4 months
v) A defined underage policy is to be adopted and appropriate signs prominently displayed throughout the premises
w) Regular and documented training of staff in relation to the prevention of under age sales will be undertaken
