ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
A Steps taken in order to promote the four Licensing objectives
1. The Club co-operates with the Licensing Authority, the Police and the Devon Fire & Rescue Service in relation to the safety of all people entering and leaving the premises.
2. No members or their guests will be permitted to take open containers of alcohol or soft drinks from the premises and all bottles and glasses will be removed from public areas as soon as they are finished with or empty.
3. The maximum occupancy figure for the premises will be 350 in agreement with the Licensing Authority and Devon Fire & Rescue Service based on fire safety issues, available floor space and the sanitary accommodation available. This is broken down into 250 in the Main Hall and 100 in the Games Room.
4. The Club has an appropriate method of checking the number of people entering and leaving the premises and ensures that steps are taken so that, once the maximum occupancy is reached no further person are admitted. The method employed is by way of Club Steward supervising entry to the Club.
5. All Club Members have to use a card entry system and sign in guests.
6. The Club has counters to note the number of members in each room.
7. Crime Prevention Notices will be displayed warning customers of the relevance of crime which may target them, e.g. bags should not be left unattended.
8. Club members are supervised and a steward will be monitoring members and their guests coming into the Club.
9. A Guest book will be available for the details of all guests coming into and out of the Club and Members will have to produce Membership Cards on request.
10. CCTV is in operation at the entrance of the Club.
11. Recordings will be maintained for an appropriate period of time (generally one month but to be agreed with the police and the Local Authority).
12. If the CCTV equipment is inoperative, the police and Local Authority will be informed as soon as possible and immediate steps will be taken to put the equipment back into action.
13. There is a notice displayed at the entrance to the premises advising that CCTV is in operation.
14. No members or their guests carrying open or sealed bottles or glasses will be admitted to the premises at any time.
15. Fire Safety measures which require the premises to be maintained in good order and their adequacy will be determined on a regular basis by carrying out a fire risk assessment as required and in accordance with the Fire Precautions (Work Place) Regulations. The Club understands the safety of occupants is also influenced by numbers of persons present, their dispositions and the activities taking place and therefore the Club undertakes to maintain a safe occupancy level. Safety checklist -
a. All exit doors will be easily openable without the use of a key or card; a code or similar means will be available for egress whilst Members and their guests are on the premises
b. All means of escape will be maintained unobstructed and immediately available and clearly identifiable
c. Exit doors will be regularly checked to ensure they function satisfactorily
d. All gangways, exit ways and treads of steps or stairways will be maintained with non-slip and even surfaces
e. All floor covering will be secured and maintained. Mats will be fitted into mat wells so as to be flush with the floor surface
f. Hangings, covers and temporary decorations will be maintained in a flame retardant condition
g. Upholstery seating will be fire retardant in compliance with current fire safety regulations
h. Curtains, hangings and temporary decorations will not obstruct exits or safety signs of fire fighting equipment
i. Access will be provided for emergency vehicles and this access will be kept clear and free form obstructions
j. An evacuation policy will be in place to the satisfaction of the Fire Authority and all staff will be trained in the evacuation policy
k. Exit doors will open outwards
l. Electrical systems and portable appliances will be inspected and tested annually by a competent person to ensure safety
m. Gas systems, gas appliances will be inspected by a Corgi Registered gas engineer annually and a satisfactory gas safety certificate will be obtained, all Safety Certificates and Reports will be kept available for inspection by the Officers of the relevant statutory bodies
n. Free drinking water will be available at all times
o. When disable people are present adequate arrangements will exist to enable their safe evacuation in the event of an emergency
p. The sanitary accommodations consists of 3 female WCs, two wash hand basin, one WC for disable use with hand basin, urinals adequate for 4 males, 2 male WCs and 1 hand basin
q. The air management system within the premises will be used during entertainment, as there will be insufficient ventilation when all windows and doors are closed to prevent noise breakout
r. Special effects such as strobe lighting, smoke, lasers, pyrotechnics, dry ice or bubbles will not be used
s. The club will ensure at all times there are adequate First Aid arrangements. This will include a First Aid box with an adequate supply of appropriate first aid equipment and material will be available for members and their guests. Suitable protective equipment will be provided to deal with blood spillages and other bodily fluids. Procedures will be in place to ensure that body fluids are dealt with in a safe manner to avoid risk of communicable diseases
t. Gangways, exist routes and steps will be maintained in good order with non-slip and even surfaces and the edges of steps and stairways will be conspicuously marked. When glazing forms parts of windows walls or partitions below waist height it will be constructed from safety material where glazing forms part of a door or side panel below shoulder height it will be constructed of safety material
u. A means of addressing patrons during operational hours will be heard above the entertainment or a means of interrupting the entertainment to make an important safety announcement will be made available
16. Noise or vibration will not emanate from the premises such as to cause persons in the neighbourhood to be unreasonably disturbed.
17. All external doors and windows will be kept shut other than for access or egress in all rooms when events involving amplified music or entertainment are likely to give rise to noise taking place
18. Sufficient ventilation will be provided so that doors and windows can be kept closed
19. An announcement will be made prior to closing requesting patrons co-operation in leaving the premises as quietly and as quickly as possible
20. Staff will be check prior to entertainment and periodically during entertainment that all windows and doors are shut.
21. Senior members of staff will assess the impact of any noisy activity on the neighbouring residential premises at the start of the activity and periodically throughout the entertainment
22. The volume of amplified sound used in connection with entertainment shall at all times be under the control of the management
23. The delivery of goods is restricted to the following times between 8 am and 10 pm
24. The handling of beer kegs, bottles and other similar items will not take place in the late evening, at night and during the early morning when the noise generated would cause a nuisance particularly outside the building
25. Bottles, skips and bins containing any cans or bottles will not be emptied outside after closing but will be dealt with the next day during normal office hours
26. The movement of bins and rubbish outside the premises will be kept to a minimum after 5 pm
27. The proof of age policy agreed by the Police and Local Authority will be in force.
28. Signs will be displayed that it is an offence for anyone under the age of 18 to purchase alcohol in the premises.
Conditions that have been agreed with the Environmental Health Authority
Public Nuisance
1. All regulated entertainment must cease at:
Monday to Thursday - 23.30hrs
Friday and Saturday - 00.30hrs
2. Suitable signage at the exit to request the co-operation of patrons to make as little noise as possible when leaving the premises.
3. Patrons will be asked not to stand around talking in the street outside the premises or any car park; and asked to leave the vicinity quickly and quietly.
