Public Safety
Boxing Entertainment
1. Reasonable precautions will be taken to minimise the risks to spectators or participants from any equipment used in the entertainment.
2. Suitable dressing room accommodation will be provided with washing facilities for the participants.
3. The ring shall be installed in a position approved by the Council and the Licensee shall satisfy himself as to the stability of the ring when installed. Any materials used to form a skirt around the ring shall be non-flammable to the satisfaction of the Council.
4. At all tournaments, the ring must conform to the following requirements:
The minimum size shall be 3.66M sq and the maximum size 6.10M sq (20 ft sq), measured inside the line of the ropes. In Championships, the minimum size of a ring must be 4.88M sq.
The platform shall be constructed, level and free from any obstructing projections and extended for at least 50 cm outside the line of the ropes. It shall be fitted with four corner posts, well padded or otherwise constructed as to prevent injury to the competitors.
The floor shall be covered with felt, rubber or suitable ABA (amateur boxing association) approved materials having the same quality of elasticity, not less than 1.5 cm and not more than 1.9 cm thick over which the canvas shall be stretched and secured in place. The felt, rubber or other approved material and canvas shall cover the entire platform.
There shall be four ropes of a thickness of 3 cm minimum to 5 cm maximum tightly drawn from the corner posts of equal intervals from 40 cm to 1.3 M high. The ropes shall be covered with a soft or smooth material. The ropes shall be joined on each side, at equal intervals, by two pieces of close textured canvas 3-4 cm wide. The pieces must not slide along the rope.
The ring shall be provided with three sets of steps at opposite corners for the use of contestants, officials and seconds.
5. At all boxing tournaments, a minimum distance of 2 M (6Ft 6 ins) shall be clear of all tables, excluding those required for the use of officials.
6. The only persons authorised to enter the ring shall be a contestant, coach, referee, MC and Medical Officer on the instruction of the referee.
7. A used swab container must be fixed to the outside of one or both neutral corner posts.
8. A qualified Doctor of Medicine, so approved, MUST be in attendance throughout all boxing tournaments. Should the Doctor be called away at any time during the tournament, the tournament must be suspended whilst he/she is absent. At all Championships run by the ABA of England Limited, and all International Matches, NHS TD Qualified Paramedics will be in attendance. It is also recommended that at least one person suitably qualified in resuscitation techniques be present during all other tournaments.
Public Nuisance
1. All regulated entertainment shall cease at 2400 hours except recorded music.
2. Doors and windows will be kept shut during entertainment.
3. A senior member of staff (manager) will assess the impact of any noisy activities on neighbouring premises at the start of the activity/entertainment and periodically throughout the activity/ entertainment and take action to reduce noise levels if they are found to be excessive/ distinguishable above background levels at the nearest residential property.
4. Management will control the sound levels of the music/ entertainment.
5. Between 23.00hrs & 00.00hrs
To prevent entertainment being intrusive, noise emanating from the premises will not be clearly distinguishable above other noise 1 metre from the façade of the nearest residential property.
B Steps taken in order to promote the four Licensing objectives
1. There will be a door steward present checking for memberships.
2. Committee members will be present checking for illegal substances and any potential troublemakers.
3. CCTV will be in operation.
4. The committee would ensure that upon vacating of the premises persons would leave in an orderly fashion and as quietly as possible.
5. Children under the age of 18 years will be permitted only accompanied by a parent or legal guardian.
6. Any person looking under the age of 18 will be challenged by door steward or committee and ID will be requested.
