ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
A Supply of alcohol
The authorised hours for the supply of alcohol do not prohibit:
1. during the first twenty minutes after the end of authorised hours, the consumption of the alcohol on the premises;
2. during the first twenty minutes after the end of authorised hours, the taking of alcohol from the premises, unless the alcohol is supplied or taken in an open vessel;
3. during the first thirty minutes after the end of authorised hours, the consumption of the alcohol on the premises by persons taking meals there if the alcohol was supplied as ancillary to the meals;
4. the supply to, or consumption by, any person of alcohol in any premises where they are residing.
B Conditions that have been agreed with The Environmental Health Authority
Public Nuisance
1. An announcement will be made prior to closing requesting patrons co-operation in leaving the premises and vicinity as quietly and quickly as possible
2. Doorstaff will be positioned at exits particularly at closing times
3. Staff will check prior to entertainment, and periodically during the entertainment, that all windows and doors are shut
4. A senior member of staff (manager) will assess the impact of any noisy activities on neighbouring residential premises at the start of the activity/entertainment and periodically throughout the activity/entertainment
5. Management will control the sound levels of the music/entertainment
6. The use of the external beer garden for the sale and consumption of alcohol will cease at 21:00.
7. After 21:00 hours Management will control noise levels of patrons in the designated smoking area.
8. Patrons will be asked not to stand around talking in the street outside the premises or any car park; and asked to leave the vicinity quickly and quietly.
9. After 23.00hrs
To prevent entertainment being intrusive, noise emanating from the premises will not be clearly distinguishable above other noise one metre from the façade of the nearest residential property
Control of light pollution
10. All function room window openings on the Salisbury Road should have curtains/drapes drawn during entertainment from dusk onwards to prevent nuisance from light pollution
C Steps that have been taken to promote the Four Licensing Objectives
1. CCTV surveillance linked to monitor at bar area and computerised door entry system
2. Staff and committee ensure adequate monitoring of behaviour and conduct
3. Regular staff meetings are held to uphold all objectives
4. Guests must be signed in by a member of the club and guest entry is limited to 6 times per year
5. The club operates a strict disciplinary procedure and any misconduct within or outside the club is considered for disciplinary action, including criminal offences
6. Health, safety and fire regulations are complied with
7. Fire equipment and security systems are maintained and annually serviced
8. Signage is displayed near exits requesting members & guests to respect needs of local residents
9. Door person is employed during busy times to monitor the behaviour of members and guest leaving
10. Notice’s at the bar prohibiting the direct or indirect supply of alcohol to under 18 years olds
11. Any under 18 visitors must be accompanied and supervised by an adult member.
