ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
A Conditions agreed with the Environmental Health Authority
1. Doors and windows will be kept shut during entertainment.
2. Management will control the sound levels of the music/entertainment
3. An announcement will be made prior to closing requesting patrons co-operation in leaving the premises and vicinity as quietly and quickly as possible
4. Patrons will be asked not to stand around talking in the street outside the premises or any car park; and asked to leave the vicinity quickly and quietly
5. The exits at the front and rear are well fitted and are kept shut during opening hours
6. A senior member of staff (manager) will assess the impact of any noisy activities on neighbouring residential premises at the start of the activity/entertainment and periodically throughout the activity/entertainment
7. Before 23.00 hrs
To prevent entertainment being intrusive, noise emanating from the premises will not be clearly audible 1 metre from the façade of the nearest residential property.
8. After 11.00 pm
Noise emanating from the premises will not be distinguishable above background levels 1 metre from the facade of the nearest residential property.
9. Staff will check prior to entertainment, and periodically during the entertainment, that all windows and doors are shut.
10. No adult entertainment.
B Conditions that have been agreed with the Police Licensing Authority
Prevention of Crime and Disorder
Whenever the Designated Premises Supervisor is not at the premises another responsible person will be nominated by the Designated Premises Supervisor as being the person to manage the premises.
CCTV cameras to be kept clean and maintained at all times
CCTV images will be retained for a minimum of 10 days.
The CCTV system will have the capability of downloading the images to a recognised format.
A register will be kept detailing all requests by Police for CCTV images. This will include time and date of request, time, date and location of incident, time and date of hand on to Police.
During trading hours, members of staff present who are trained to view and download images from CCTV at request of Police.
The Police Licensing Department will be informed if the CCTV system is not working.
A daily incident logbook detailing all incidents of note at the premises or in the immediate vicinity e.g. slips, accidents, entry refusals and incidents of disorder etc. The log will detail the date, time, type of incident, brief circumstances, action taken and person dealing. The logbook will be made available for up to six months Police or any other responsible authority for inspection, if required.
All relevant incidents will be reported to the police at the earliest opportunity.
Protection of Children From Harm
Notices obtained from Police publicising the Challenge 21 initiative shall be clearly displayed at the entrance to the premises and behind the bar area at all times.
Regular and documented training of staff in relation to the prevention of under age sales.
C Steps that have been taken to promote the Four Licensing Objectives
1. Opened bottles or drinks containers will not be allowed to be taken from the premises and empty vessels will be removed as soon as they are finished with by regular collections in the trading area
2. Staff will be trained in drugs awareness and regular checks will be made of all public areas including toilets
3. No irresponsible drinks promotions will be run
4. Premises trade area fully covered by CCTV
5. The fire safety measures with which the premises are provided will be maintained in good working order and their adequacy will be determined on a regular basis by the carrying out of a risk assessment as required by and in accordance with the Fire Precautions (Workplace) regulations
6. Gas and electrical equipment will be regularly checked by a suitably qualified person
7. The premises have been fully inspected reference the presence of asbestos and appropriate certification is available for inspection
8. Drinking water is available free of charge at all times
9. Noise levels from live and recorded music will be reduced from 23.00hrs apart from New Years Eve when this may be extended
10. Recorded music will be turned off when the sale of alcohol is stopped to create a mood change
11. A notice requesting customers leave in a quiet and orderly fashion at the end of trading time will be placed prominently near to exits
12. Good liaison with taxi firms will be maintained and contact numbers displayed prominently
13. Accredited photographic proof of age will be required to be shown by anyone seeking to purchase alcohol who appears may be less than 21 years old
14. The showing of film will be mainly limited to sporting events Remembrance Day and St Georges Day celebrations etc
15. Any other display would be considered in the light of suitability for children
16. No unusual risks of harm to children have been identified
