ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
A Supply of alcohol
Any existing conditions attached to existing justices licence
1. No intoxicating liquor shall be supplied otherwise than to
a) Persons attending Freemason’s Lodge meetings or functions held at the premises.
b) Persons taking table meals to which the supply of intoxicating liquor is ancillary
c) Persons attending Dinners or pre-booked private functions
d) Employees of the Licensee
2. No intoxicating liquor shall be supplied for consumption off the premises except in the form of prizes or gifts awarded during the course of a meeting, function or Dinner at the premises.
The authorised hours for the sale of alcohol do not prohibit:
1. during the first twenty minutes after the end of authorised hours the consumption of the alcohol on the premises;
2. during the first twenty minutes after the end of authorised hours, the taking of the alcohol from the premises unless the alcohol is supplied or taken in an open vessel;
3. during the first thirty minutes after the end of authorised hours the consumption of the alcohol on the premises by persons taking meals there if the alcohol was supplied for consumption as ancillary to the meals;
4. consumption of the alcohol on the premises or the taking of sale or supply of alcohol to any person residing in the licensed premises;
5. the ordering of alcohol to be consumed off the premises, or the despatch by the vendor of the alcohol so ordered;
6. the sale of alcohol to a trader or club for the purposes of the trade or club;
7. the sale or supply of alcohol to any canteen or mess, being a canteen in which the sale or supply of alcohol is carried out under the authority of the Secretary of State or an authorised mess of members of Her Majesty’s naval, military or air forces;
8. the taking of alcohol from the premises by a person residing there; or
9. the supply of alcohol for consumption on the premises to any private friends of a person residing there who are bona fide entertained by him at his own expense, or the consumption of alcohol by persons so supplied; or
10. the supply of alcohol for consumption on the premises to persons employed there for the purposes of the business carried on by the holder of the licence, or the consumption of alcohol so supplied, if the liquor is supplied at the expense of their employer or of the person carrying on or in charge of the business on the premises.

B Conditions that have been agreed with the Environmental Health Authority
Public Nuisance
1. The deliveries of goods are restricted to the normal working day.
2. The movement of bins and rubbish outside the premises will be kept to a minimum after 11.00pm.
3. Suitable signage at the exit to request the co-operation of patrons to make as little noise as possible when leaving the premises.
4. Entrances will be provided with lobbies with automatic door-closers. The lobbies are in use throughout the time of entertainment.
5. Patrons will be asked not to stand around talking in the street outside the premises or any car park; and asked to leave the vicinity quickly and quietly.
6. A specific taxi operator has been nominated for staff and customers use. The company’s telephone number is advertised to customers. The operator, and all drivers, are aware that they should arrive and depart as quietly as possible, should not sound vehicle horns as a signal of their arrival or leave engines idling unnecessarily. In addition, staff will leave as quietly as possible, particularly at night and early in the morning.
7. A senior member of staff (manager) will assess the impact of any noisy activities on neighbouring premises at the start of the activity/entertainment and periodically throughout the activity/entertainment and take action to reduce noise levels if they are found to be excessive/distinguishable above background levels at the nearest residential property.
8. Between 23.00 hrs & 00.00 hrs
To prevent entertainment being intrusive, noise emanating from the premises will not be clearly distinguishable above other noise 1 metre from the façade of the nearest residential property.
9. Staff will monitor the use of the car park to ensure patrons do not congregate in this area and cause annoyance.
10. The use of the beer garden and external play areas shall be permitted until midnight, however the provision for drinking outside shall cease at 23.00
11. Where patrons are smoking outside the premises, the licensee/management shall ensure that this is undertaken in a quiet and orderly manner.
C Steps that have been taken to promote the four Licensing objectives
General
1. Management are advised by a qualified BIIAB Personal Licence holder on issues relating to the licensing law and objectives.
2. A member of management will attend the regular meeting held by the Plymouth PubWatch scheme to keep updated of changes in policies/regulations, new technologies and problematic consumers.
3. A copy of the licensing objectives with the condition listed below will be available for staff
4. A log of all instances which demonstrate any issues relating to the licensing objectives. This will be monitored to identify areas which may need improvement/maintenance/alteration.
Prevention of Crime and Disorder
1. A standard bar tariff will be provided. The promotions of drinks will only occur when a particular product may be low dated. Two for one offers, pitchers and other such promotions will not be conducted.
2. Posters are displayed for staff viewing to create awareness of the signs that a consumer is drunk and should not be sold any further alcohol. The posters also highlight the implications of not doing so.
3. Door control will be provided for parties which we consider to be of high risk such as large groups which do not have catering provision or groups where the majority is under 25 years of age.
4. A member of staff will patrol all areas of the building, including those areas off limits or closed, on a regular basis to deter any illegal or inappropriate activity and identify if it does occur.
5. Participation in Plymouth PubWatch scheme and the display of signage indicating that anti-social and aggressive behaviour will not be tolerated.
Public Safety
1. Members of staff will regularly patrol the premises to ensure that glass, rubbish, debris and any other item which may cause a health and safety hazard is disposed of or stored away.
2. Fire Exits signs and emergency lighting ensure that if there is a power failure or fire consumers can find there way out of the building.
3. Gas and electrical equipment will be checked on a regular basis to ensure safety.
4. Fire evacuation plans will be displayed in hallways. Fire extinguishers will be checked on a regular basis to ensure they are charged.
5. An alarm system with a panic button fitted in the bar will allow emergency contact with the police in the case of a serious situation.
6. A member of staff will patrol all areas of the building, including those areas off limits or closed, on a regular basis to ensure consumers are not in restricted an/or dangerous area, including the kitchen.
7. Signs will be displayed indicating that the use or dealing of illegal substances will not be tolerated and will be reported to the police and other premises involved in the PubWatch Scheme.
Public Nuisance
1. A garden area which is enclosed from the street is available which allows individuals to smoke off the street. It further provides an area where consumers may have fresh are without being on the street.
2. The display on exits of signs requesting consumers to respect the surrounding residents and leave as quietly as possible.
3. After the end of an event a one hour winding down period will be provided to prevent large numbers of consumers leaving at the same time.
4. A member of staff will monitor the exits to promote a quite exit and to prevent glasses and bottles from leaving the premises for parties which we consider to be of high risk such as large groups which do not have catering provision or groups where the majority is under 25 years of age.
5. Members of staff will regularly patrol the premises to ensure that glass, rubbish, debris and any other item which may cause a health and safety hazard is disposed of or stored away.
6. The provision of a named taxi firm with a free phone service is provided to minimize the number of consumers walking to the cab stands on Mutley and at the bottom end of North Hill.
Prevention of Children from Harm
1. A full range of soft drinks is provided and on display.
2. A separate area from the main hall is provided which as a quiet area in the instance of family parties where there may be young children.
3. Parties where the majority of the consumers will be under 25 years of age one accompanying adult must attend for every ten consumers.
4. The operation of the ‘Under 21’ Scheme and the signage of valid forms of ID. Staff are instructed and reminded of challenging anyone who appears to be under the age of 21 and made aware of the implications to themselves and the establishment of not consistently monitoring consumers.
5. A member of staff will regularly patrol the building to monitor whether individuals are purchasing drinks for individuals who are under the age limit.
