ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
Steps taken in order to promote the four Licensing objectives
1. The Designated Premises Supervisor will be in a day-to-day control and will attend the local pub and club watch meetings.
2. The General Manager, Deputy Manager and the Assistant Manager will have Personal Licences.
3. The company is committed to actioning the following:
a. The use of toughened glassware to ensure safety to staff and customer.
b. No off sales off the curtilage of the licensed areas.
c. No bottles or glassware to be removed from the premises.
d. To ensure that drugs are not taken or traded on the premises.
4. The standard features included in the design of premises are:
a. CCTV
The system will cover the following:
1. The cameras used will be of high-resolution type.
2. The position of the cameras will be able to cover the entry/exit points of the building and record every person entering the premises.
3. Position of internal/external cameras will be able to monitor the traffic flow of patrons so as to assist complete monitoring of the premises.
4. The CCTV system will record either on a hard disk system to allow for complete safe keeping.
5. All CCTV recordings will be held for a duration of 28 days.
6. The hardware of the system shall be kept under lock in the manager’s office.
7. There will be a camera that covers all cash/administration functions within the manager’s office.
8. The company is registered with the Data Protection Act.
9. No recordings will be released unless it is specifically requested by the police. On release, the management will request a receipt from local constabulary.
b. Fire Safety
Incorporated with the Health and Safety manual are the daily, monthly and yearly checklists. These documents ensure that safety/compliance records are kept in the follow areas:
1. Site exit checks.
2. Fire alarm tests/emergency light/heat sensors.
3. Fire fighting equipment and location.
4. Fire drill/evacuation procedure.
c. Door Supervision
The door supervisors employed at the premises will only be appointed once they have been vetted by both the company and the local constabulary. The recording of capacity numbers for the premises will be carried out by hand held clickers and a record sheet divided in to half hourly admissions/exits will be kept. This gives a constant update to the persons, including staff on the premises at any one time.
The manager will keep a record of all door staff working on any night. The door staff will be responsible for signing in/out and this record will be checked and signed by the manager. No door staff will be allowed to work unless he/she has signed the register. The register will record the following details:
Name and address
SIA registration details
Name of security company
Where applicable a photograph will be provided
Expire date of badge
A minimum of 2 door supervisors shall be present on all days of the week from 22.00hrs to close of business. On friday,Saturday and Sunday nights a further door supervisor will be present for every 100 patronsafter the first 100 patrons. On Monday, Tuesday, Wednesday and Thursday nights the requirement for door supervisors will be risk assessed by management.
d. Radio Links
The company has become members of a number of city centre radio links (nite net radios) schemes. If there is an existing scheme available the manager will ensure the premises become part of the link.
e. Internal Safety Measures
The company includes within its Health and Safety Policy guidelines covering the following aspects:
1. Glassware on dance floor is not allowed. This is supervised by management, door staff and glass collectors.
2. Verbal or physical violence. Staff are trained to remain calm and contact the door staff and management.
3. Accident reporting. All members of management and staff are trained in this area. The Health and Safety manual contains all necessary documents to ensure all accidents are fully recorded in the accident book and an investigation is carried out.
4. Risk assessment. Our manuals detail the generic risk assessment for all sites with the provision for including site specific assessments.
5. Trained First Aiders are available during operational hours. These include members of management, staff and door staff.
6. Yearly inspection of electrical installation. To include fire alarm, emergency lights, fire extinguishers.
f. External areas
The company has in place specific measures to combat noise issues from site. These are:
1. Standard installation of noise limitation devices.
2. Sound web system which allows music to be played at different levels throughout the premises.
3. Delivery/collection times of suppliers and refuse contractors.
4. Noise attenuation device fitted to all external machinery i.e. air conditioning units and cooling fans.
g. Management of Premises
1. Management and door staff are trained in dealing with queuing. This is to ensure that customers waiting are held in an orderly manner to prevent disturbance or obstruction.
2. Door staff will instruct patrons to leave the premises quietly. Also incorporate signage within the premises to remind patrons to have consideration for neighbours.
3. Persons under the age of 16 shall only be permitted into the premises until 21.00hrs, when in the company of someone over the age of 18.
4. Displaying prominent ‘Challenge 21’ posters and signage about the laws relating to children and alcohol,
5. Insisting that anyone who attempts to purchase alcohol and who appears to be under 18 must produce ID or a proof of age card.
6. Stating clearly what forms of ID are acceptable and ensuring that all staff are aware of this requirement.
7. Suitable ID includes: passport, photo card driving licence, citizen card.
8. Under 18’s in the premises:
Encouraging vigilance among staff to supervise customers in all parts of the premises.
Carry out regular inspections or property patrols by staff.
Training staff to deal with and be vigilant about potentially harmful situations e.g. children in the presence of adults who are intoxicated
9. Extensive food menu in place.
10. Food served throughout the day and evening until close.
