ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
1. All staff engaged in licensable activity at the premises will receive training and information in relation to the following
i. The Challenge 25 scheme in operation at the premises, including the forms of identification that are acceptable.
ii. The hours and activities permitted by the premises license issued under the Licensing Act 2003 and conditions attached to the licence.
iii. How to complete and maintain the refusal register in operation at the premises
(In relation to the sale of alcohol).
iv. Recognising the signs of drunkenness.
v. The operating procedures for refusing service to any person who is drunk, under-age or appears to be under-age, or appears to be making a proxy purchase.
vi. Action to be taken in the event of an emergency, including reporting an incident to the emergency services.
2. Training shall be recorded in documentary form and shall be regularly refreshed at no greater than 6-month intervals. Training records shall be made available for inspection and copying at reasonable times upon request of an authorised officer of a responsible authority.
Training records will be retained for at least 12 months
3. An incident book shall be maintained to record any activity of a violent, criminal, or anti-social nature. The record will contain the time and date, the nature of the incident, the people involved, the action taken and details of the person responsible for the management of the premises at the time of the incident
4. The Premises Licence Holder or Designated Premises Supervisor shall ensure a sales refusal register is maintained to include details of all alcohol sales refused and the reason for refusal. The refusals register should be made available to an authorized enforcement officer on request.
5. The Designated Premises Supervisor and/or Responsible person shall ensure that alcohol is served to patrons for consumption at tables only.
6. No open vessels containing alcohol shall be removed from the premises
7. The premises licence holder must remain vigilant against any nuisance being caused. Taking any necessary precautions.
8. The Premises Licence Holder will ensure that a CCTV system is fully compliant with the guidance contained in the Information Commissioner's Office (ICO) guidance document (www.informationcommissioner.gov.uk) regarding installation of CCTV is provided at the premises.
9. Images shall be retained for a minimum of 28 days
10. The CCTV system shall be capable of downloading images to a recognizable viewable format.
11. At all times the premises are open for business a member of staff shall be present who is capable of operating the CCTV system and downloading images at the request of police or other authorised officer
12. All staff shall be trained in the legality and procedure of alcohol sales, using the SWERCOTS on-line training pack or equivalent, prior to undertaking the sale of alcohol and then at least every six months. Training shall be signed and documented, and training records will be kept on the premises and be made available to an authorised officer of a responsible authority on request. The documentation relating to training should extend back to a period of three years and should specify the time, date, and details of the persons both providing the training and receiving the training.
13. There will be in place a written age verification policy in relation to the sale or supply of alcohol, which will specify a Challenge 25 proof of age requirement. This means that staff working at the premises must ask individuals who appear to be under 25 years of age, attempting to purchase alcohol, to produce identification. The only acceptable identification documents will be:
- A photo driving licence
- A passport
- An identification card carrying the PASS hologram
Unless such identification is produced the sale of alcohol must be refused.
The Designated Premises Supervisor must conduct a written risk assessment for the requirement of SIA licensed door supervisors unless on a Friday and Saturday where they will be employed from 21:00 hours to 01:00 hours.
The prevention of crime and disorder
Install and maintain a high-quality CCTV system covering all entrances, exits, and key internal areas, with recordings kept for at least 31 days and available to the police on request.
Ensure adequate lighting both inside and outside the premises to deter antisocial behaviour.
Operate a 'Challenge 25' policy, requiring ID checks for anyone who appears under 25.
Provide staff training on responsible alcohol sales, conflict management, and dealing with intoxicated or aggressive customers.
Employ SIA-licensed door staff during busy periods (if applicable).
Display clear signage advising that drug use, violence, or antisocial behaviour will not be tolerated.
Public safety
Conduct regular risk assessments for fire safety, crowd management, and general health and safety. Ensure fire alarms, extinguishers, and emergency lighting are regularly inspected and maintained. Keep clear and visible emergency exits, unobstructed at all times.
Maintain a first aid kit and ensure trained first aiders are on site.
Control the maximum occupancy level to prevent overcrowding.
Ensure all staff are trained in emergency evacuation procedures.
The prevention of public nuisance
Manage noise levels by installing soundproofing or using noise limiters, particularly for music or entertainment. Keep windows and doors closed during regulated entertainment (except for access).
Display signs asking customers to leave the premises quietly and respect local residents.
Schedule waste collection and deliveries at reasonable hours to avoid disturbance.
Regularly check outside areas to prevent littering, loitering, or excessive noise.
Implement a dispersal policy to ensure customers depart in an orderly manner.
The protection of children from harm
Operate a strict Challenge 25 policy with acceptable ID forms (passport, photo driving licence, PASS card). Train staff to recognise and refuse service to anyone who is underage or purchasing on behalf of minors. Prohibit unaccompanied children on the premises after a certain time (if applicable).
Ensure age-restricted entertainment or products are properly supervised and controlled.
Maintain clear signage stating that underage sales of alcohol or tobacco are illegal.
Report any safeguarding concerns immediately to the relevant authorities.
