ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
Steps taken to promote the four Licensing objectives
Own policy in place 'Safe Space' - firstly to make a welcoming environment for all students to enjoy without fear of being offended and also that a strict line will be taken on any bias or hate incidents so that they do not develop into crime or disorder. This ties in with internationally diverse membership and our aim to provide a wide range of events catering for a cross section of the university and local community.
A close relationship with local police will be maintained in order to respond to their requests and to work with them to make the streets and the night time economy safer for all involved.
The venue will use a mixture of bottles, glass and plastic drinks receptacles to operate dependant on time and event. All glass is nucleated (toughened glass) that will shatter into tiny pieces if broken. On high capacity events nights all the drink receptacles will be moved over to plastic to reduce the incidences of breakages.
Bottles are always sold across the bar but drop bins are provided around the venue and staff are always employed to ensure that bottles are removed from the venue and staff are always employed to ensure that bottles are removed from the venue as soon as practical.
Bottles, drinks or glasses are not allowed outside of venue this will be controlled by placing bottle dump bins at the exit for people to throw away empties, and to display signage on all exits informing customers that drinks are not allowed outside and to enforce the policy on nightclub nights the door staff and licensed security would monitor and check patrons on exit.
Drink promotions will be offered but will be done in a responsible manner to reduce the dangers of binge drinking and the effects of alcohol.
If drink promotions are run it is never done so in a time sensitive manner e.g. happy hours nor is all inclusive entry and drink offers ever provided.
Regular promotions for soft drinks will be offered
Refusal to sell self mixed cocktails, chasers or multiple drink offers.
Staff are encouraged to keep a vigilant eye out for drinkers who appear to have had enough and students will be asked to leave if it is felt that they have passed their healthy limit.
Members of the North Hill and Mutley Plain Pub Watch and the local pub watch and have signed up for the CCTV control radio so that we have quick contact with police and other licensees. Will also join Police initiative scheme such as city Safe.
On quieter nights one member of SIA registered staff will be on duty whilst the premises are open and if open past 23:00hrs on any given night two SIA registered security staff for the first 100 customers and one extra for every hundred thereafter, as a minimum.
All security staff will display the correct badge confirming registration. A female will be included so that female searches can be carried out and ladies toilets checked.
All security staff will be in a set uniform to make them easily identifiable on CCTV.
All operational venue staff (duty managers, bar staff and security) are regularly trained on crime prevention measures. These include monitoring of the venue, drugs awareness and conflict management.
Signs will be displayed announcing you reserve the right to search customers on entering the venue and will do so both randomly and for people with large coats or bags to try and reduce any drugs, weapons or unauthorised alcohol entering the venue.
The venue will have CCTV covering all public areas backed with recording for the purposes of monitoring and preventing problems and in aiding any inquiries from the police or internally.
The whole venue will be lit for varying uses but no area is dark and secluded so as to attract people wishing some privacy so as to carry out mischief.
In addition to the CCTV coverage the venue will be monitored constantly by staff (duty managers, security, glass collectors and house supervisors) to ensure that we are operating safely. These staff use hand held radios to communicate between each other. This includes regular sweeps of the whole building including the toilets.
Signage will be displayed advising customers that they will be prosecuted and that such information of bans will be shared with partners in the Pubwatch scheme.
An incident log that records all incidents that happen in the venue including public disorder and crime, in all instances the police will be offered all assistance possible in the course of criminal investigations, enquiries and crime prevention.
Sensible drinking will be promoted through the safe space policy, corporate social responsibility initiatives.
A zero tolerance policy on drugs will be operated and are vigilant for the signs of abuse in the venue and toilets. Incidences are always reported to the police and their union card will be retained if caught in possession.
There is a secure safe place to store any confiscated drugs until recovered by the police.
Capacity is monitored throughout the evening using clickers for people entering and leaving.
The venue will be checked for safety on a regular basis, both internally and by the university staff, ensuring that all surfaces are slip resistant where possible, everything is clean and safe and that there is the correct usage of lighting to ensure that the venue is as safe as possible.
All gas and electrical services are checked annually by the University or one of their nominated, qualified contractors. Regular portable appliance testing will also be carried out.
All fire exits will be signed and maintained in good order and all fire equipment, alarms and emergency lighting will be checked on a regular basis.
There will always be a qualified first aider on site whilst open and first aid kits are available.
All spillages and hazardous waste will be cleaned up immediately it is discovered, by trained staff wearing appropriate PPE/
All glazing in venue is appropriate to purpose.
All amplified music can be overridden by venue staff in case of need to ensure public announcement in emergencies.
Noise emissions from the venue have been addressed with extra soundproofing with no open windows.
Queues are controlled in two ways - The physical location is controlled by licensed security staff monitoring the queue to ensure that people are behaving well as well as meeting the requirements for entry (age, physical state etc) and also that there are a sufficient number of cashiers in place to ensure that the queue was moved in fast and safely.
Security staff will ensure that people disperse in a safe and responsible manner.
A nominated taxi firm will be in place for the use of customers.
All waste is disposed of on site at the end of the night or in the morning; the location of the bins is such that any noise is not in an area that should affect local residents.
All deliveries are made during daytime hours to the back of the venue and should have no impact on the public or students.
Conditions that have been agreed with The Environmental Health Authority
Public Nuisance
1. A senior member of staff (manager) will assess the impact of any noisy
Activities on neighboring residential premises at the start of the
Activity/entertainment and periodically throughout the activity/ entertainment.
2. Management will control the sound levels of the music/ entertainment
3. Before 11.00pm
To prevent entertainment being intrusive, noise emanating from the premises will not be clearly audible 1 metre from the facade of the nearest residential property.
4. Between 11.00pm and 12 midnight
To prevent entertainment being intrusive, noise emanating from the premises
will not be clearly distinguishable above other noise 1 metre from the facade of the nearest residential property.
5. Between 12 midnight and 2.00am
Noise emanating from the premises will not be distinguishable above background levels 1 metre from the facade of the nearest residential property.
6. After 2.00am until closing
Noise from regulated entertainment occurring inside the premises shall not be audible inside the habitable rooms of the nearest noise sensitive properties.
7. The movement of bins, bottles and rubbish outside the premises will be kept to a minimum after 11.00pm
