ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
A Supply of alcohol
Any existing conditions attached to existing justices licence
The authorised hours for the sale of alcohol do not prohibit:
1. during the first twenty minutes after the end of authorised hours the consumption of the alcohol on the premises;
2. during the first twenty minutes after the end of authorised hours, the taking of the alcohol from the premises unless the alcohol is supplied or taken in an open vessel;
3. during the first thirty minutes after the end of authorised hours the consumption of the alcohol on the premises by persons taking meals there if the alcohol was supplied for consumption as ancillary to the meals;
4. consumption of the alcohol on the premises or the taking of sale or supply of alcohol to any person residing in the licensed premises;
5. the ordering of alcohol to be consumed off the premises, or the despatch by the vendor of the alcohol so ordered;
6. the sale of alcohol to a trader or club for the purposes of the trade or club;
7. the sale or supply of alcohol to any canteen or mess, being a canteen in which the sale or supply of alcohol is carried out under the authority of the Secretary of State or an authorised mess of members of Her Majesty’s naval, military or air forces;
8. the taking of alcohol from the premises by a person residing there; or
9. the supply of alcohol for consumption on the premises to any private friends of a person residing there who are bona fide entertained by him at his own expense, or the consumption of alcohol by persons so supplied; or
10. the supply of alcohol for consumption on the premises to persons employed there for the purposes of the business carried on by the holder of the licence, or the consumption of alcohol so supplied, if the liquor is supplied at the expense of their employer or of the person carrying on or in charge of the business on the premises.
Steps that have been taken to promote the four licensing objectives
1. The electrical system, including portable appliances will be inspected and tested annually by a competent person to ensure their safety
2. Where temporary electrical equipment is to be used, a suitable circuit breaker device will be installed to cover this equipment. The circuit breaker should operate at a current not exceeding 30 mA and should comply with BS 4293. The device must be tested monthly and tests will be recorded.
3. The gas system including appliances will be inspected and tested by a CORGI registered gas engineer annually and a satisfactory Gas Safety Certificate will be obtained.
4. All safety certificates and inspection reports will be kept on site and made available for inspection by officers of relevant statutory bodies
5. Free drinking water will be available at all times
6. Provision for disabled patrons will be provided where it is reasonably practicable for disabled access to the premises and the sanitary facilities
7. The sanitary accommodation consists of:
Ground Floor: 1 male WC, 3 male urinals, 3 hand wash basins, 3 female WC’s, 3 hand wash basins, 1 disabled WC and 1 hand wash basin (for use by both male and female).
First Floor: 1 male WC, 3 male urinals.3 hand wash basins, 5 female WC’s, 3 wash hand basins, disabled WC and wash hand basin (for use by both male and female).
Second Floor: 4 male WC’s, 1 hand wash basin, 3 female WC’s, 1 wash hand basin
8. All sanitary accommodation will be maintained in good working order
9. Suitable and sufficient lighting will be provided to the toilets
10. Provision will be made for the collection and disposal of sanitary towels
11. Suitable ventilation will be provided to the toilets
12. First aid provision will be available for the use of patrons
13. All Staff have received suitable training regarding their duties in an emergency and in general safety precautions
14. Suitable signage will be positioned at exits to request the co-operation of patrons, in particular to make as little noise as possible when leaving the premises
15. Patrons will be asked not to stand around talking in the street outside the premises or any car park; and asked to leave the vicinity quickly and quietly
16. A specific taxi operator has been nominated for staff and customers use. The company’s telephone number is advertised to customers. The operator, and all drivers, are aware that they should arrive and depart as quietly as possible, should not sound vehicle horns as a signal of their arrival or leave engines idling unnecessarily. In addition, staff will leave as quietly as possible, particularly at night and early in the morning
17. Management will control the sound levels of the music/entertainment
18. CCTV systems will be used to monitor the use of the car park to ensure patrons do not congregate in this area and cause annoyance
19. All rubbish produced by the premises will be stored securely in a designated area or in a bin with a tight fitting and lockable lid
20. Facilities for depositing litter and the collection of litter generated by patrons will be available and maintained where outside areas are provided for the use of patrons
21. Suitable signage will be positioned at the exit to request patrons to make as little noise as possible when leaving the premises
