ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General - all four licensing objectives
1) A requisite number of staff will be employed at all times to manage and control the licensable activities and all staff will be made aware of the licensing objectives.
2) Substantial food and free water will be available at the premises at all times.
3) The Premises will only operate as a venue providing Adventure Golf facilities which will be provided at all times.
4) An incident log shall be kept at the premises, and made available on request to an authorised officer of the City Council or the Police. It must be completed within 24 hours of the incident and will record the following:
(a) All crimes reported to the venue
(b) All ejections of patrons
(c) Any complaints received concerning crime and disorder
(d) Any incidents of disorder
(e) All seizures of drugs or offensive weapons
(f) Any faults in the CCTV system, searching equipment or scanning equipment
(g) Any refusal of the sale of alcohol
(h) Any visit by a relevant authority or emergency service.
The prevention of crime and disorder
1) The premises shall install and maintain a comprehensive CCTV system.
2) All entry and exit points will be covered by CCTV enabling frontal identification of every person entering in any light condition.
3) The CCTV system shall continually record whilst the premises is open for licensable activities and during all times when customers remain on the premises.
4) All recordings shall be stored for a minimum period of 31 days with date and time stamping.
5) Viewing of recordings shall be made available immediately upon the request of Police or authorised officer throughout the entire 31 day period.
6) A staff member from the premises who is conversant with the operation of the CCTV
7) There will be a qualified first aider at the Premises at all times.
8) Alcohol will only be served out of glasses made from toughened glass/polycarbonate or other plastic/non glass bottles/receptacles
9) What measures can be put in place to prevent open bottles being taken outside?
10) There will be no drinks promotions
11) Free water will be provided on request from the bar area
12) It is not envisioned that the premises will be the type to encourage binge drinking but staff will be encouraged to ensure customers do not drink to excess
13) Adequate lighting will be provided - this is necessary in any event to allow customers to play adventure golf comfortably
14) The premises are designed to minimise crime and disorder in that the bar and Adult Entertainment Centre is situated at a mezzanine level above the golf courses - customers will be discouraged from taking drinks down onto the golf courses
15) Staff will regularly check all public areas, including toilets
16) Staff will be trained in anti-discriminatory policies and practice covering, for example, homophobia and racism
Public safety
1) Staff will promote responsible drinking
2) Staff will be trained to be aware of drink spiking
3) There will be a zero tolerance drugs policy -
a. all seizures will be noted in the incident log (see all licensing objectives above)
b. staff will be trained to identify drugs use
c. appropriate anti-drug signage will be positioned in the premises
d. staff will be trained in procedures to ensure that the police are notified immediately of suspected drugs use
e. an amnesty box will be made available to combat drug crime
f. the Police will be encouraged to work with staff to identify and combat drug crime
4) Adequate and appropriate first aid equipment and materials will be available on the premises at all times
5) There are prescribed emergency procedures which staff will be trained on
6) A risk assessment to confirm the safe capacity for the venue and adequate monitoring and control measures to avoid overcrowding will be engaged.
7) Special arrangements will be made for large events such as when large children’s’ parties are put on and extra staff can be brought in.
8) Adequate provision for ventilation and temperature control is in place.
9) There will be assessment, monitoring and management of noise exposure.
10) All gas and electrical services will be approved by a registered authorised engineer.
11) Adequate and appropriate fire safety and emergency lighting is in place.
12) Free drinking water will be easily accessible.
13) Staff will be made aware of maximum occupancies.
14) Staff will be encouraged to pass incident and safety incentive scheme such as the “Ask Angela” campaign.
The prevention of public nuisance
1) No noise generated on the premises, or by its associated plant or equipment, shall emanate from the premises nor vibration be transmitted through the structure of the premises which gives rise to a nuisance.
2) Notices shall be prominently displayed at all exits requesting patrons to respect the needs of local residents and businesses and leave the area quietly.
3) Latest admission times will be published.
4) Although queuing is unlikely measures will be put in place in case queuing occurs.
5) Notices will be placed on exits requesting customers to respect neighbours when leaving.
6) Litter collection will take place on a regular basis in the vicinity.
7) Waste will be disposed of regularly, particularly recycling of glass and plastics
8) Use and maintenance of plant including air extraction and ventilation systems, will be maintained.
9) Nosie from deliveries/ collections will be kept to a minimum and only allowed during the hours of 08:00 till 18:00.
The protection of children from harm
1) A Challenge 25 proof of age scheme shall be operated at the premises where the only acceptable forms of identification are recognised photographic identification cards, such as a driving licence, passport or proof of age card with the PASS Hologram.
2) All staff will receive training on The Licensing Act 2003 and the licensing objectives.
3) No Unaccompanied children under the age of 16 will be permitted in the café bar after 2100.
4) Children under the age of 14 will be required to be accompanied by an adult.
5) Warning signs will be placed around the premises in relation to underage drinking.
6) All external areas will be routinely monitored to prevent children from being at risk from harm.
7) All staff will be trained in how to avoid proxy sales.
8) A refusals log will be kept detailing as refusal of entry.
