ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
Conditions agreed with the Police Licensing Department
1. CCTV to be installed to comply with the UK Police Requirements for Digital CCTV Systems
2. CCTV cameras to be kept clean and maintained at all times.
3. CCTV images will be retained for a minimum of 14 days.
4. The CCTV system will have the capability of downloading the images to a recognised format.
5. A register will be kept detailing all requests by Police for CCTV images. This will include time and date of request, time, date and location of incident, time and date of hand on to Police.
6. Any official request for downloading CCTV images from the Police or other authority will be provided at the earliest opportunity or in all cases within 48 hrs
7. All managers will be trained in the operation of the CCTV system
8. The Police Licensing Department will be informed if the CCTV system is not working.
9. Whenever the DPS is not at premises another responsible person who is a personal licence holder will be nominated as being the person to manage the premises
10. A clubwatch radio will be switched on at all times the premises the premises are trading
11. Police Officers will be afforded all possible assistance in the course of their investigations that relate directly to the premise
12. All material evidence resulting from a criminal incident will be preserved for Police forensic examination
13. Door Supervisors will be employed on all nights from 02.00hrs until close of business
14. A risk assessment will be taken for all other trading times for the need of Door Supervisors
15. The ratio will be 1 door supervisor employed for the first 65 persons and 2 if over 65 persons present
16. A register will be maintained recording the details of Door Supervisors working. It will include date, name, SIA registration number, expire date of licence, the time duty commenced and time duty ceased
17. No open bottles or other drinking vessels will be taken from the premises after 21.30hrs unless a street trading/table licence permits otherwise. The time will be extended until the end time stipulated on that licence. All persons will be required to be sat at the tables.
18. All management and staff will be made aware of the conditions attached to the licence
19. A minimum of 50% of the trading area floor space will be allocated to tables and chairs
Conditions that have been agreed with the Environmental Health Department
Public Nuisance
1. Doors and windows to be kept shut during entertainment.
2. Suitable signage at the exit to request the co-operation of patrons, in particular to make as little noise as possible when leaving the premises.
3. A senior member of staff (manager) will assess the impact of any noisy activities on neighbouring residential premises at the start of the activity/entertainment and periodically throughout the activity/entertainment.
4. Management will control the sound levels of the music/ entertainment.
5. Amplified entertainment will only be permitted (whether indoors or outside) before 24h00.
6. Regulated entertainment shall not be permitted 30 minutes before or after any prescheduled services organised at the Church
7. A nominated member of staff shall be present to deal with noise complaints/issues, and cooperation will be given to neighbours and church goers.
Control of litter
8. Facilities for depositing litter and the collection of litter generated by patrons will be available and maintained where outside areas are provided for the use of patrons.
Steps that have been taken to promote the Four Licensing Objectives
1. All staff will be trained in personal and social responsibilities, with particular emphasis on the safety and well being of customers, other members of staff and local residents.
2. Training of staff appropriate to their role by a Personal Licence Holder
3. No irresponsible drinks promotions or all inclusive deals
4. All off sales will be in sealed containers.
5. All drinking vessels in use within the premises shall be of a design whereby, in the event of breakage, the glass will fragment and no sharp edges will be left.
6. Regular removal of all glasses and bottles
7. Advisory notices re: noise on leaving premises open door policy towards neighbours
8. The proof of age policy shall be enforced at all times. Identification bearing the photograph e.g. passport or photo driving licence or PASS scheme ID card shall be requested for all persons appearing to be under the age of 21.
9. Notices shall be displayed at the bar advising customers that they may be required to prove their age before purchasing alcohol.
10. If entertainment of an adult nature is taking place no person under the age of 18 will be permitted on the premises.
11. Diary maintained of any material incidents within or in the immediate vicinity directly linked to premise.
12. The fire safety measures with which the premises are provided, will be maintained in good working order, and their adequacy will be determined on a regular basis, by the carrying out of a fire risk assessment, as required by, and in accordance with the fire precautions (Workplace) Regulations. I understand that the safety of occupants is also influenced by numbers of persons present, their disposition and the activities taking place, and therefore undertake to maintain a safe occupancy level.
