ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
All staff involved in the sale of alcohol shall be fully trained to perform their role. They will also be trained in the contents of the premises licence including times of operation, licensable activities and relevant conditions.
Training shall be recorded in documentary form and those records will be available for inspection at the request at all reasonable times by an authorised officer from a relevant responsible authority; the records will be retained for at least 12 months.
The Premises Licence Holder/Designated Premises Supervisor or nominated person must give a minimum of 3 month notice in writing of any non-sporting event where the capacity will exceed 2500 persons to the Police Alcohol Licensing Department and the Safety Advisory Group.
The Premises Licence Holder/Designated Premises Supervisor or nominated person must give a minimum of 3 week notice in writing to the Police of any area outside of the concourse and grandstand to be used for the retail sale of alcohol.
The Premises Licence Holder/Designated Premises Supervisor or nominated person will ensure any retail sale of alcohol made for consumption off the premises will be in sealed containers.
The prevention of crime and disorder
An incident record shall be maintained to record any activity of a violent, criminal or anti-social nature. The record will contain the time and date, the nature of the incident, the people involved, the action taken and details of the person responsible for the management of the premises at the time of the incident. The incident record shall be available for inspection at all reasonable times by an authorised officer of the relevant responsible authority; the records will be retained for at least 12 months.
All staff involved in the sale of alcohol shall be suitably trained in the operating procedures for refusing service to any person who is drunk or is underage or appears to be underage. Training shall be recorded in documentary form and those records will be available for inspection at the request at all reasonable times by an authorised officer from a relevant responsible authority; the records will be retained for at least 12 months.
Staff will be trained in not selling alcohol to drunk or intoxicated customers. Or those who are under the influence of drugs. The Premises Licence Holder or nominated person shall ensure that a clearly visible notice is displayed advising those attending, that the Police will be informed if anyone is found in possession of controlled substances or weapons.
The Premises Licence Holder and/or Designated Premises Supervisor shall ensure that the following details for each door supervisor are contemporaneously entered into a register kept for that purpose:
- Full name
- SIA Certificate number and or badge number
- The time they began their duty
- The time they completed their duty.
- The full details of any agency through which they have been allocated to work at the premises if appropriate.
The register shall be available for inspection at all reasonable times to an authorised officer of the Licensing Authority or a police constable. This register is to be kept at the premises at all times and shall be so maintained as to enable an authorised officer to establish the particulars of all door staff engaged at the premises during the period of not less than 12 months prior to the request.
The Premises Licence Holder will ensure that a CCTV system is fully compliant with the guidance contained in the Information Commissioner's Office (ICO) guidance document (www.informationcommissioner.gov.uk) regarding installation of CCTV is provided at the premises.
The CCTV equipment shall be maintained in good working order and continually record when licensable activity takes place and for a period of two hours afterwards.
The CCTV system shall cover areas of the premises to which the public have access including any outside areas.
The CCTV system shall be capable of downloading images to a recognizable viewable format.
At all times the premises are open for business a member of staff shall be present who is capable of operating the CCTV system.
The CCTV system shall be capable of obtaining clear facial recognition images.
If the CCTV equipment (Including any mobile units in use at the premises) breaks down the Premises Licence Holder shall ensure the Designated Premises Supervisor, or in his/her absence other responsible person, informs the Licensing Authority and the Police as soon as is reasonably practicable. This information shall be contemporaneously recorded in an incident report register and shall include the time, date and means this was done and to whom the information was reported. Equipment failures shall be repaired or replaced as soon as is reasonably practicable and without undue delay. The Licensing Authority and the Police shall be informed when faults are rectified.
CCTV will be installed to monitor entrances and other parts of the premises in order to address the prevention of crime objective.
Clear and conspicuous notices warning of the presence of CCTV.
Staff will be well trained in asking customers to use premises in an orderly and respectful manner.
On Regulated Football Event Days (where the Club is participating in all competitions of the English Football League and Football Association Cup) all alcohol served externally to Club Argyle, Board Room, Captains Lounge or Players' Lounge, shall be provided for consumption in either plastic / polycarbonate receptacles. The sale and supply of alcohol shall cease 5 minutes before the advertised start time of the match until 40 minutes after kick off and will then cease five minutes after the start of the second half until five minutes after full time.
During non-regulated football or non-matchday events, all alcohol served externally to Club Argyle, Board Room, Captains Lounge or Players' Lounge will be permitted for sale and consumption in plastic bottles or cans subject to the receptacle being opened prior to serving to the customer.
Public safety
The premises will ensure the disposal of waste on the frontage of the premises.
Escape routes and exits, including external exits are maintained to ensure that they are not obstructed, in good order with non-slippery surfaces, free of trip hazards and clearly identified and a record is made of these checks.
All emergency exit doors will be easily operable and will not require the use of a key during the premises hours of operation.
Safety checks are carried out before the premises is opened to the public and a record of these checks is made.
The fire brigade will be called at once to any outbreak of fire, however slight, and details recorded in a fire log Book.
Access for emergency vehicles is kept clear and free of obstruction.
When disabled people are present, appropriate provision will be made for the safe evacuation of these patrons in the event of an emergency and these patrons will be made aware of these arrangements.
Adequate supply of first aid equipment and materials will be made available on the premises.
The prevention of public nuisance
Between the hours of 2300hrs and 0800hrs there must be total sound containment within the premises.
In hospitality spaces, prominent, clear and legible notices will be displayed at the exit requesting the public to respect the needs of nearby residents and to leave the premises and the area quietly.
Deliveries will be carried out at such a time or in such a manner as to prevent nuisance and disturbance to nearby residents. The Premises Licence Holder will ensure that staff who arrive early morning or depart late at night when the premises has ceased trading conduct themselves in such a manner to avoid causing disturbance to nearby residents.
Customers will not be admitted to premises outside of opening hours.
The movement of bins and rubbish outside the premises will be kept to a minimum after 23:00. This will help to reduce the levels of noise produced by the premises.
Adequate waste receptacles for use by customers will be provided.
The protection of children from harm
The premises will operate the Challenge 25 proof of age policy.
Where films are classified by the relevant film classification body, children will only be admitted in accordance with the classification of the film (U, PG, 12A, 15, 18)
