ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
A Supply of alcohol
Any existing conditions attached to existing justices licence
1. The Sale and supply of intoxicating liquor within the function suite at the premises would be restricted to those persons and their guests attending wedding receptions, promotions, seminars and other events of a similar nature.
The authorised hours for the sale of alcohol do not prohibit:
1. during the first twenty minutes after the end of authorised hours the consumption of the alcohol on the premises;
2. during the first twenty minutes after the end of authorised hours, the taking of the alcohol from the premises unless the alcohol is supplied or taken in an open vessel;
3. during the first thirty minutes after the end of authorised hours the consumption of the alcohol on the premises by persons taking meals there if the alcohol was supplied for consumption as ancillary to the meals;
4. consumption of the alcohol on the premises or the taking of sale or supply of alcohol to any person residing in the licensed premises;
5. the ordering of alcohol to be consumed off the premises, or the despatch by the vendor of the alcohol so ordered;
6. the sale of alcohol to a trader or club for the purposes of the trade or club;
7. the sale or supply of alcohol to any canteen or mess, being a canteen in which the sale or supply of alcohol is carried out under the authority of the Secretary of State or an authorised mess of members of Her Majesty’s naval, military or air forces;
8. the taking of alcohol from the premises by a person residing there; or
9. the supply of alcohol for consumption on the premises to any private friends of a person residing there who are bona fide entertained by him at his own expense, or the consumption of alcohol by persons so supplied; or
10. the supply of alcohol for consumption on the premises to persons employed there for the purposes of the business carried on by the holder of the licence, or the consumption of alcohol so supplied, if the liquor is supplied at the expense of their employer or of the person carrying on or in charge of the business on the premises.
B Conditions agreed with Environmental Health Authority
Public Nuisance
1) Suitable signage at the exit to request the co-operation of patrons, in particular to make as little noise as possible when leaving the premises.
2) Patrons will be asked not to stand around talking in the street outside the premises or any car park; and asked to drive away as quickly and as quietly as possible.
3) An announcement will be made prior to closing requesting patrons co-operation in leaving the premises and vicinity as quietly and quickly as possible.
4) A member of staff will be positioned at exits particularly at closing times.
5) A specific taxi operator has been nominated for staff and customers use. The company’s telephone number is advertised to customers. The operator, and all drivers, are aware that they should arrive and depart as quietly as possible, should not sound vehicle horns as a signal of their arrival or leave engines idling unnecessarily. In addition, staff will leave as quietly as possible, particularly at night and early in the morning.
6) A senior member of staff (manager) will assess the impact of any noisy activities on neighbouring premises at the start of the activity/entertainment and periodically throughout the activity/entertainment and take action to reduce noise levels if they are found to be excessive/distinguishable above background levels at the nearest residential property.
7) Management will control the sound levels of the music/entertainment.
8) Staff will monitor the use of the car park to ensure patrons do not congregate in this area and cause annoyance.
Indoors
9) Doors and windows will be kept shut during entertainment.
Before 23.00 hrs
10) To prevent entertainment being intrusive, noise emanating from the premises will not be clearly audible 1 metre form the façade of the nearest residential property.
After 23.00 hrs
11) Noise emanating from the premises will not be distinguishable above background levels 1 metre from the façade of the nearest residential property.
Outdoors
12) No regulated entertainment after 23.00 hours outdoors, to include marquees.
C Steps taken in order to promote the four Licensing objectives
1. Extension of provision of CCTV covering entrance to premises and function suite.
2. Staff trained in crime prevention.
3. Functions restricted to invited guests only.
4. Staff trained in responsible alcohol use awareness.
5. Public charity fundraising events fully marshalled for public safety.
6. Restriction of capacities to ensure safety.
7. Promotion of sensible drinking.
8. Public Events fully marshalled with adequate first aid cover and emergency procedures in place.
9. Activities are restricted to areas within the premises which is securable from public areas during the activities.
10. Promotion of the use of transport from the Premises to avoid nuisance to neighbours on entrance and exit.
11. Only children accompanied by adults will be allowed access.
12. A full range of soft drinks are stocked.
13. ID needed. ‘No Id-no sale’.
14. Staff trained in awareness of the law regarding under age drinking and how to deal with under age requests.
