ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
A Supply of alcohol
Any existing conditions attached to existing justices licence
The authorised hours for the sale of alcohol do not prohibit:
1. during the first twenty minutes after the end of authorised hours the consumption of the alcohol on the premises;
2. during the first twenty minutes after the end of authorised hours, the taking of the alcohol from the premises unless the alcohol is supplied or taken in an open vessel;
3. during the first thirty minutes after the end of authorised hours the consumption of the alcohol on the premises by persons taking meals there if the alcohol was supplied for consumption as ancillary to the meals;
4. consumption of the alcohol on the premises or the taking of sale or supply of alcohol to any person residing in the licensed premises;
5. the ordering of alcohol to be consumed off the premises, or the despatch by the vendor of the alcohol so ordered;
6. the sale of alcohol to a trader or club for the purposes of the trade or club;
7. the sale or supply of alcohol to any canteen or mess, being a canteen in which the sale or supply of alcohol is carried out under the authority of the Secretary of State or an authorised mess of members of Her Majesty’s naval, military or air forces;
8. the taking of alcohol from the premises by a person residing there; or
9. the supply of alcohol for consumption on the premises to any private friends of a person residing there who are bona fide entertained by him at his own expense, or the consumption of alcohol by persons so supplied; or
10. the supply of alcohol for consumption on the premises to persons employed there for the purposes of the business carried on by the holder of the licence, or the consumption of alcohol so supplied, if the liquor is supplied at the expense of their employer or of the person carrying on or in charge of the business on the premises.
Steps that have been taken to promote the Four Licensing Objectives
General
1. Staff training - all bar staff to complete National Certificate for Personal Licence Holders qualification
2. Incident book and refusals register available
3. To participate in Citysafe scheme
The Prevention of Crime and Disorder
1. Staff supervision and surveillance of premises, including regular checks of all public areas including toilets
2. No irresponsible drinks promotions (e.g. 2 for 1 or heavy discounting)
3. Staff training on responsible retailing including refusal of service to intoxicated people
4. Participation in pub/clubwatch
Public Safety
1. Promotion of sensible drinking through use of BII responsible retailing of alcohol policy
2. Zero tolerance policy on drugs - posters to be on display
3. Regular glass and bottle collections by staff
4. Up to date gas and electrical safety certificates
The Prevention of Public Nuisance
1. Notices displayed requesting patrons to leave quietly and respect our neighbours
2. Notices displayed in outside area to keep noise down
3. Regular removal of litter including cigarette ends from outside areas
4. Regular checks by staff of outside areas
5. All windows and doors closed during live music
The Protection of Children from Harm
1. Promotion of ‘Challenge 21’ scheme
2. Robust proof of age provisions including acceptable ID to include photo drivers licence, passport or accredited photo ID card bearing the PASS hologram
3. No under 18’s allowed on premises after 09.30pm
Conditions that have been agreed with The Police Licensing Authority
The Prevention of Crime and Disorder
1. CCTV to be installed to comply with the ‘UK Police Requirements for Digital CCTV Systems’
2. CCTV cameras to be kept clean and maintained at all time
3. Images will be retained for a minimum of 31 days
4. The system will have the capability of downloading the images to a recognised format
5. A register will be kept detailing all requests by Police for CCTV images. This will include time and date of request, time, date and location of incident, time and date of hand on to Police
6. During trading hours, members of staff trained to view and download images from CCTV at request of police
7. The Police Licensing Department will be informed if the CCTV system is not working
Conditions that have been agreed with The Environmental Health Authority
1. Signage requesting patrons to make as little noise as possible while using external areas shall be placed at the entrances and exits to the premises
2. Internal doors providing access to the premises shall be fitted with self-closures, and shall be maintained in good working order
3. Doors and windows to be kept shut during entertainment
4. To prevent entertainment being intrusive, noise emanating from the premises will not be clearly audible 1 metre from the facade of the nearest residential property
5. The Premises Licence Holder or nominated person will assess the impact of any noisy activities on neighbouring premises at the start of the activity/entertainment and periodically throughout the activity/entertainment and take any action to ensure compliance with existing licensing conditions
6. The Premises Licence Holder or nominated person shall ensure that exits will be manned at closing time to ensure that patrons leave the area quickly and quietly as possible
7. A written log will be kept of all noise complaints received and reference to any remedial action taken to control noise and other disturbance. The written log will be kept on the premies at all times and be available for inspection by any responsible authority on request
8. The Premises Licence Holder or nominated person will be available at all times during regulated entertainment and who is responsible for the management, supervision and control of regulated entertainment or similar events, this person will be responsible for instructing performers on the restrictions and controls to be applied to ensure compliance with existing licensing conditions
