ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
A Conditions that have been agreed with the Police Licensing Authority
Prevention of Crime and Disorder
Whenever the Designated Premises Supervisor is not at the premises another responsible person will be nominated by the Designated Premises Supervisor as being the person to manage the premises.
CCTV to be installed to comply with the ‘UK Police Requirements for Digital CCTV Systems’
CCTV cameras to be kept clean and maintained at all times.
CCTV images will be retained for a minimum of 31 days.
The CCTV system will have the capability of downloading the images to a recognised format.
The Police Licensing Department will be informed if the CCTV system is not working.
A daily incident logbook detailing all incidents of note at the premise or in the immediate vicinity e.g. slips, accidents, entry refusals and incidents of disorder etc. The log will detail the date, time, type of incident, brief circumstances, action taken and person dealing. The logbook will be made available for up to six months Police or any other responsible authority for inspection, if required. All relevant incidents will be reported to the police at the earliest opportunity.
Alcohol will only be sold with orders of hot food.
All alcohol sales will be in the manufacturers sealed container.
Drivers will keep noise to a minimum, this means vehicles should not be left running and should not have any car entertainment on during delivery in a residential area.
All telephone sales of alcohol for delivery will be pre-paid by credit/debit card and will only be sold with hot food orders.
Protection of Children from Harm
All persons purchasing alcohol who appear under the age of 21 will be required to show photographic proof of age and id. The only forms of photographic ID that will be accepted are:
Driving Licence
Passport
PASS accredited card
All refused deliveries will be kept in a register for a period of not less than 31 days.
All staff will be trained three monthly in the prevention of under aged sales and sales to drunks and details held in a register
B Conditions that have been agreed with Trading Standards Authority
Public Safety - the Protection of Children from Harm
1. Premises to implement a ‘Think 21’ policy. All customers who appear under 21 years of age shall be asked to produce photo ID to purchase alcohol. Appropriate signage shall be positioned in the premises alerting customers to this policy.
2. All staff should be trained in the legality and procedure of alcohol sales, using the SWERCOTS training pack or equivalent, prior to undertaking the sale of alcohol and then at least every six months. Training should be signed and documented and documentation should be made available to an enforcement officer on request.
3. All customers placing an alcohol order for delivery, either by telephone or via the premises web site, shall be informed that they must be 18 or over to purchase alcohol and that identification shall be requested on delivery. The delivery person shall request identification on every alcohol delivery and records shall be kept in store detailing the delivery made and the ID accepted. Records should be made available to an enforcement officer on request.
4. A refusals register shall be kept and shall include details of alcohol sales refused and the reason for refusal. The refusals register should be made available to an enforcement officer on request.
C Steps that have been taken to promote the four Licensing Objectives
1. ID requirement for all purchase of alcohol, for customers who look under 21.
2. Staff training and supervision.
3. All alcohol is sold with meals to take-away.
4. No alcohol is allowed to be consumed on shop premises.
5. Policy to ban customers from drinking alcohol at the shop premise and outside of the premise.
6. Alcohol will be delivered to customer’s homes with meals, or bought at the shop with meals to be taken home to consume.
7. Warning signs banning customers from misbehaviour within or in vicinity of premises, where deemed necessary and appropriate.
8. No adult entertainment
